Consider styrene. A few years ago I freelanced a HO scale tanker barge to use with my Lindburg tugs. I purchased the following kit from Walthers at a local hobby shop http://www.walthers.com/exec/productinfo/933-3105 The kit worked great for me since it was the right scale. It included valves, elbows, unions, and many scale feet of different size pipes which include "feet" so that the pipes stand slightly above the deck. The kit even included things like cradles to make parallel pipe runs and even a typical walkway bridge for spanning over pipes. Even if you don't buy a kit like this, there are tons of shapes and fittings available in styrene. Check out Evergreen or Plastruct as well. Even the sprues from plastic model kits often resemble piping and might be of the right size. I had a few photos of the barge posted in the Boatnerd public gallery, but that site is off line for now.
